BBIS Naviagtion menu does not populate with all options.

After editing a navigation menu part in BBIS, and  you view the page, you cannot view all menu items in either incognito mode, or without being logged into the sight.
We’re currently evaluating this issue for a fix in a future  service pack. 

Steps to Duplicate

1. Login to BBIS.
2. Navigate to a page that has a Menu Page part already placed on the page. 
3. Edit the Menu Page part. 
4. Click the Add item button and create a new item for the menu.
5. Click save.
6. Open a new incognito window.
7. Note that the options do not appear and former available options disappear.
