System-defined constituencies missing from audit/history reports

When users run the constituent history report and constituency audit table reports, changes to System-defined Constituencies do not appear. 
We're currently evaluating this issue for a fix in a future release.

Steps to Duplicate

1.      Go to administration > audit tables and enable auditing on constituency

2.      Add a new constituent

3.      Add a membership to the record

4.      Go back to the constituent record and note the donor and membership constituencies added

5.      Go to the history tab and run the report note the membership and donor constituencies are not recorded

6.      Go to audit tables and review the constituency audit report and note no entries
