IGAM Error Grant Application Manager Changes to this Form have been Saved but Activation could not be Completed

When attempting to activate an IGAM application, the following error from the Grant Application Manager can occur, "Changes to this Form have been Saved but Activation could not be completed. For [form number] was not activated. [Upload_CFS_FILE_ERROR/GRANTMAKER_SERVER]. No file was supplied with the payload.
This error can occur due to the logo being modified while working on the form., If the logo is re-uploaded that should resolve the issue. If it does not, then copy the form and then activate the copy.
