We have an admin trying to perform certain actions, but they seem to be getting some type of permission error.

This error doesn't happen when an admin with System Administrator access tries it.
Permission issues outside of the System Admin profile are beyond scope of support. If you have an admin that is assigned to a custom profile and they are experiencing any permission-related issues that the system admin profile does not experience, then it is beyond scope. You can reach out to Salesforce Support, or contact your account manager for a custom project.
