Error: String was not recognized as a valid DateTime. When going through an event registration form.

When using a BBIS event registration form that has a date format, that is not required to fill out, if you don't fill it out it produces error: String was not recognized as a valid DateTime.
Download and install the latest patch, which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch 

Prior Workaround: In the form configuration, mark the attribute as required.

Steps to Duplicate

1. Register for an event
2. Do not add a date
3. Error: String was not recognized as a valid Date Time.
