Appeals are not being added to the appeals tab on a constituent record when appeal is sent to the non-constituent relationship via Online Express

I created a query in The Raiser's Edge with the intent of sending an email to the household from Online Express.  If the constituent does not have an email address, but the non-constituent spouse does, then the email goes to the non-constituent spouse record.  After the email has been sent I then go to View Stats and click Add this data to RE.  I notice that the appeal is added to the constituent when the email is actually sent to the constituent record, but not when the email was sent to the non-constituent relationship.
