Message Max Users are Logged in when Attempting to Log into FIMS when no Users are Logged In

Message Max Users are Logged in when Attempting to Log into FIMS even when no users are logged in occurs.
This can be resolved for self-hosted clients by stopping and re-starting the database. For those clients who are hosted in HostNet, log out of HostNet, clear all cache and cookies from the browser and close and re-open the browser, log back into HostNet and then back into FIMS and the issue should be resolved.
