A user defined constituency is changed to another user defined value and the constituency stored value refresh process is run a query of the affected record does not reflect the change.
Download and install the latest patch, which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch

Steps to Duplicate

1. Add a user defined constituency with start and end date 
2. Run the constituency stored value refresh process
3. Create a query displaying all stored constituencies for the constituent used
notice what is showed
4. Go to the constituent record and edit the constituency added to change it to a different user-defined value
5. Run the constituency stored value refresh process again
6. Run the query  again, notice constituency that was changed is still displayed
