A parent will be prompted if they have never linked their Smart Tuition account with the school.
As long as the parent's account is linked to Smart Tuition (through the parent either returning an integrated contract or through accessing the SSO link on the Resource Board) the user won't get prompted to select Yes/No on the contract.
