Web transactions do not process

When running the process pending transactions are not downloaded and the counter remains showing a number of pending transactions.
These transactions cannot be identified or removed.
This issue is under review.

Steps to Duplicate

1.  Log into CRM.
2.  Go to Web >> Manage We Transactions
3.  Look at the 'Donation' process. Note that it has pending transactions ready to process.
4.  Run the process.
5.  The process completes but with zero total records processed or not the total number of pending transactions.
