User security page is blank when attempting to make changes to users

When attempting to make changes to users within Donor Central, the user security page opens but the options are no longer there. 
The user security page is populated from advisors (users) that are sent from FIMS with an Administrator Type of L (Limited).  In this case, there were no such advisors being sent and as such the page appeared blank for the user in DonorCentral. If you have users that you would like to configure, they need to be set as Limited in FIMS.

Steps to Duplicate

1. Go to site configuration
2. Click on user management
3. Click on user security

After clicking user security, the page loads but doesn't have any options.
