We have only encountered one instance of this behavior, however here are the steps we followed to resolve:

1. While in the Document record in Blackbaud Grantmaking, click the link for Application.html 
2. When prompted at the bottom of the screen, click the arrow next to Save > click Save As
3. Save the HTML file to a folder of your choosing on your computer
4. Navigate to the HTML file > Right-click > Open with > Choose another web browser aside from Internet Explorer (ex. Google Chrome, Mozilla Firefox)
