Users receive 2 event registration acknowledgement emails - When registering for an event on an Event Registration 2.0 part and using different email addresses for the attendee information and billing information

When registering for an event on an Event Registration Form 2.0, if a user enters one email address on the Attendee information section (Step 1 of the registration) and a different email address on the Billing information section (Step 3 of the registration), both email addresses receive the acknowledgement email.

This is the correct result given this scenario, which was designed based on feedback received during Events UI discovery.

Steps to Duplicate

1) Create an Event Registration Form 2.0 for a paid event and add/require the email address field for event registrants.
2) Add the part to a page.
3) Go to the page and register for the event. In the course of registering for the event, use different email addresses for the attendee information (Step 1) and the billing information (Step 3).
4) After the registration is complete, notice both email addresses receive the acknowledgement email.
