After the industry wide deprecation of TLS 1.0 you may need to adjust your Internet Explorer settings to access Altru. 
  1. In Internet Explorer, click tools in the upper right hand corner of the screen
  2. Click Internet Options
  3. Click on the Advanced tab and scroll to the bottom of the settings section
  4. Make sure Use TLS 1.0, Use TLS 1.1, and Use TLS 1.2 are all marked
  5. Click Apply
  6. Click OK
