This issue can be caused by design problems, specifically another section/element of the page, like a logo with a set size, covering up the hyperlink's set location on the page. Blackbaud support recommends testing issues using a blank layout, blank template, and blank page to see if design is the root cause. This can be confirmed by through the use of Google Chrome developer tools to inspect page elements to see if any are overlapping or by disabling styling/page elements.
