Gift Aid declarations received via DIY Form do not show as Confirmed in a query until the 'In effect from' date is changed

When a Gift Aid declaration is created from a DIY Form submission, the 'This declaration is in effect from' field is automatically populated with a date 4 years prior to the date of the DIY Form submission.  The account will not appear in a query of 'Confirmed' Gift Aid Declarations until this date field is moved forward one day.

For example, if a Gift Aid declaration is added on 19th September 2018, the 'in effect from' date should automatically populate as 19th September 2014.  This will not appear in a query looking for 'Confirmed' Gift Aid declarations until the date is changed to 20th September 2014 or later.
