Address Validation incorrect when using # symbol

Clients receive data from Address Accelerator and are reporting that sometimes apartment numbers are on a separate line with a # sign. Address Accelerator is putting the 2nd line first

Steps to Duplicate

1. Go to any record.
2. Add a new address with 2nd line using #
3. Click validate.
4. Line 2 is moved to Line 1 and Line 1 is moved to Line 2.
