To resolve this:
- Delete the admsvr.lock file in ..\npo\oemgme\config
- Go to the Start menu and in the "run" field, type "services.msc" (no quotes).
- Here, there will be an entry for "Admin Service for OpenEdge 10.2B" which probably will still say "started."
- Right click and select "stop," then wait around 15-20 seconds and right click and select "start."
- Then try reconnecting FIMS.
