Problems have been found with the server's administrative service not correctly closing when events such as a "hard reboot" of the server occur. This is because the admsvr.lock file, located in ..\npo\oemgmt\config, has not been deleted and won't let the Admin Service start correctly.
To resolve this:
  1. Delete the admsvr.lock file in ..\npo\oemgme\config
  2. Go to the Start menu and in the "run" field, type "services.msc" (no quotes).
  3. Here, there will be an entry for "Admin Service for OpenEdge 10.2B" which probably will still say "started."
  4. Right click and select "stop," then wait around 15-20 seconds and right click and select "start."
  5. Then try reconnecting FIMS.
