1.  Exit and Sign out of all Blackbaud software
  2.  Stop the database engine on the server
  3.  Restart the database engine
  4.  Reboot the workstation
  5.  Log in the software again

To resolve in Queue;
  1.   Delete the current Queue,
  2.   Recreate the Report parameter, edit date options to a rolling date option such as This Fiscal Period or Last Fiscal Period, rather than setting Specific Dates
  3.   Recreate the Queue
  4.   Run Queue On Demand
