Add the following line to each of the NetCommunity, RE7Services, and PluginService web.config files in the <system.web> section:
Typically the web.config files are in the following locations:

Note: The culture setting for the user that is assigned to run each of the NetCommunity-related application pools in IIS must also have its culture setting set to match the above change. In most cases, this user is the Network Service account. Since you can't log into the web server as the Network Service user, you typically can't simply log into the web server and change the culture settings (because this change will only apply to the user logged you are logged in as at that time). Follow these steps to update those settings for the Network Service account:

Server 2008 Systems
  1. Start button > Control Panel > Clock, Language, and Region > Regional and Language Options
  2. Set the regional settings to match the culture setting change made to the web.config file
  3. On the Administrative tab click Copy Settings. Provide administrator credentials if prompted.
  4. To copy the current settings to the system accounts, select the Welcome Screen and System accounts (local system, local service, and network service) check box.

Server 2003 Systems (must be done manually via registry)
  1. Log into the web server and set the regional settings via Control Panel to match the change made to the web.config files.
  2. Open the registry, and export the “CURRENT_USER\Control Panel\International” branch by right-clicking it and choosing 'Export'. This branch contains the regional settings of the current user.
  3. Edit the exported registry file (it's just a text file) and set the path at the top of the two sections to be the registry path for the Network Service account . To do this, change the “HKEY_CURRENT_USER\Control Panel\International” branch path to “HKEY_USERS\S-1-5-20\Control Panel\International”. Save this edited registry file.
  4. Double-click the reg file to import it to the registry.
  5. Return to the registry editor and check that the HKEY_USERS > S-1-5-20 > Control Panel > International was updated successfully for the account.
