1. Create a new employee query
2. On the Criteria tab, expand HR Information and select Event ID equals [Hire event]
3. Select Actual Date is Less than or equal to the specific date and enter the appropriate date
4. Save and close the query
5. Create another new employee query
6. On the Criteria tab, expand HR Information and select Event ID equals [termination event]
7. Select Actual Date is Less than or equal to the specific date and enter the appropriate date
8. Save and close the query
9. Merge the queries using the option to Select records included in Query 1, but exclude the records included in both queries
