Email delivery is dependant on many variables such as internet traffic, SPAM blockers on Exchange Servers, traffic on the NetCommunity servers that it can take several hours or more for emails to be delivered to all recipients. If the email still has not been delivered to all recipients make sure it has not been blacklisted or indicated as invalid and ensure that the Send After Date field within the email message does not contain a date and time in the future.
