Steps to resolve:

Prior to installation, for each server running IIS (NetCommunity server and RE7Service server):

1. Ensure that the regional settings are set to the appropriate country (control panel >regional settings)

2. Make sure that the settings are applied for ALL users (go to the Advanced panel on the regional settings)

If this fails to work, then the following should be done for each server running IIS (NetCommunity server and RE7Service server):

1. Ensure that the regional settings are set to the appropriate country (control panel> regional settings)

2. Make sure that the settings are applied for ALL users (go to the Advanced panel on the regional settings)

3. Start> Run then type regedit, this will open the registry editor

4. Go to HKEY_USERS\.Default\Control Panel\International

5. Right click on the folder called International and export, save the file onto the desktop call it: default.reg

6. Complete Step 5 for the following (this is effectively backing up the values):
HKEY_USERS\S-1-5-18\Control Panel\International
HKEY_USERS\S-1-5-19\Control Panel\International
HKEY_USERS\S-1-5-20\Control Panel\International

7. Right click on default.reg and edit

8. Change all references to .Default to S-1-5-18 (there should be 2 references)

9. Save and close

10. Double click and select Yes when prompted

11. Repeat steps 7-10 for S-1-5-19 and S-1-5-20

12. Go to Start> Control Panel> Administrative Tools> Services and restart IIS Admin Service
