Try each of the following steps in order until the issue is resolved:

1. In SQL Management Studio, verify that the BBPortalWebUser account has Public and BBPortalWebRole permissions to the NetCommunity database.

2. Reset the BBPortalWebUser password to be the same as the password used in the ConnectionString value in the NetCommunity web.config file.

3. In SQL Management Studio, ensure password policy for the BBPortalWebUser account is not enforced. Also ensure BBPortalWebUser has Grant permission to connect and the Login is Enabled.

The installation or configuration of SQL Server Standard or Enterprise Edition is beyond our scope of support.
