Try the following in order until the issue is resolved:

1. Verify there are unpaid charges.
2. Verify records are marked to assess finance and late charges.
3. Ensure product and billing items are marked to be included in finance and late charge calculations.
4. Verify unpaid charges meet the criteria to access finance and late charges. Charges are not considered past due until the day after they are due. For example, a charge that is due on 7/1/11 is not 10 days past due until 7/11/11.
