A time sheet cannot be created for an employee that has an employee status other than 'Active'.  If you need to create a time sheet for this employee, but do not want them active, you need to temporarily change their status to Active to create the calculation.  The employee status can be changed on the Payroll Information tab of an employee record.

Note:  If you are running FW version 7.40SP2 or later, the employee status of 'Leave' can also be used to create time sheets.
