Try each of the following steps in the order listed below until the issue is resolved:

1. Click Start, Run, enter services.msc and click OK
2. Verify the Windows Installer service is started or start it manually
3. Log into the workstation with a Windows account which has local administrator rights and open Registry Editor (RegEdit). Give the Windows account Full Control permissions to the registry key: HKEY_CURRENT_USER\Software\Microsoft\Installer
4. Reinstall Windows Installer
