Error: Failed to load Roles and users

In the Create new security permissions window [the window that opens after clicking Add users and roles from the Targeting & security tab of a Page, Part, Image, or File/document], the following error message may appear when attempting to add or filter Users or Roles:

This may also appear in other areas including:
  1. Appearance of the Failed to load Roles and users message when editing any Form [regardless of Form Type]
  2. Failure to display the RE icon for RE-linked User accounts in Users & Security > Users [a blank square box will display instead of the RE icon]
  3. Error: Cannot upload image.  Either the image exceeds the size limit, or your website certificate is invalid - when uploading image files of less than 4 MB to a site with a current, valid, and properly installed SSL certificate.
This error has been shown to occur on older versions of Windows Server, such as Windows Server 2003, and upgrading the server will resolve this issue. We recommend upgrading all servers to meet the current system requirements for NetCommunity

After this is complete, check to ensure the primary site URL is entered correctly:
  1. Log into NetCommunity.
  2. Select Administration > Sites & Settings.
  3. Select the site level from the left hand navigation.
  4. Verify the primary site URL is listed correctly, update if needed.
  5. Save.

Alternative Solution: 
Log in to the NetCommunity web site via the IP address instead of the domain name to avoid this error. [i.e. http://123.12.12.123/login.aspx instead of http://www.youdomain.org/login.aspx].  
Note: Depending on the browser that you are using, you will need to either acknowledge/clear an SSL warning or add a security exception to your browser to continue. If you cannot access the IP of your NetCommunity site, then you will need to contact your IT department to get access to the IP address.
