Try each of these steps in order:
  1. Verify the user is attempting to login using a supported browser.
  2. Verify the user has full control of the Apps folder
    • In Windows Explorer, right-click the C:\Documents and Settings\\Local Settings\Apps
    • From the pop-up menu, select Properties, and then in the Properties dialog box click the Security tab.
    • In the Name list box, select the user, contact, computer, or group whose permissions you want to view.
    • Ensure the user has Full Control on the folder.
  3. Verify the user has full control of the Temp folder
    • Right-click the C:\Documents and Settings\\Local Settings\temp
    • From the pop-up menu, select Properties, and then in the Properties dialog box click the Security tab.
    • In the Name list box, select the user, contact, computer, or group whose permissions you want to view.
    • Ensure the user has Full Control on the folder.
  4. Clear the Local Application Cache

  • Does the issue occur on multiple workstations?
  • Does the issue occur for multiple users on the same workstation?
  • What troubleshooting steps have currently been taken?
  • When did the issue first begin occurring?
  • What has changed since the user was able to log in successfully?
