If you know the encryption password used on the original SQL server:

After restoring the NetCommunity database on the new SQL server instance, run the following script against the NetCommunity database, where ExistingPasswordGoesHere is the existing database encryption password and NewPasswordGoesHere is an appropriately strong, new database encryption password of your choosing that will be applied to your NetCommunity database:
 
open master key decryption by password = ‘ExistingPasswordGoesHere';
alter master key regenerate with encryption by password = 'NewPasswordGoesHere';
close master key;


Alternatively, you can also backup and restore the database encryption key as follows:

Make a backup of the database encryption key by running the following script against the NetCommunity database while attached to the original SQL server instance, replacing path_to_file with the path to where you'd like to save the encryption backup and EncryptionFilePassword with an appropriately strong password for the encryption backup file:
 
open master key decryption by password = ‘ExistingPasswordGoesHere';
backup database master key to file = 'path_to_file' encryption by password = 'EncryptionFilePassword';
close master key;

Then run this script against the NetCommunity database after it has been restored to the new SQL server instance, where path_to_file is the path to the encryption backup created above, EncryptionFilePassword is the encryption backup password you chose above, and NewPasswordGoesHere is an appropriately strong, new database encryption password of your choosing that will be applied to your NetCommunity database:
 
restore database master key from file = 'path_to_file' decryption by password = 'EncryptionFilePassword' encryption by password = 'NewPasswordGoesHere'
