Error: the specified record cannot be found. The record has either been deleted or you do not have rights to view it. when adding to the Country table through student records

This error occurs when trying to add to the county table through a student record. A county table already exists in Configuration, but when you click on the county drop-down through a student record in Addresses, the table is blank. Selecting F7 for a table lookup brings up a blank table, and the error occurs when you select New table entry. This occurs when logged in as Supervisor.
