Contact Support and reference this article. 
As a workaround, you could manually add the country:

  1. When processing the updates, mark the Process checkbox next to the Country field, it should prompt you with a message to add a new table entry.
  2. Say Yes to enter a new table entry.
  3. Enter the value for Name: United States and Abbreviation: USA.
  4. From this point on you should have no further problems processing transactions that were previously coming up with that message.
Alternatively, you can manually process each transaction, or try processing the transactions as a different username.
