Report filters are missing preventing the report from displaying

When running a report from a system admin account the report filters show successfully and the report is displayed.  The filters for this report may be missing when attempting to run it from an account with a higher level of system security.
In the security role
On the Features Tab, Click to Assign feature permissions
Expand System Reports, Highlight Fundraising Efforts
Grant permission to Solicitor Revenue and the reports will work as desired
