New Active Application doesn't stay matched with the enrollment information on a Student Billing record when multiple applications exist.

This solution references when a new Active Application (in Admission's Office) does not match up with the enrollment information found on the Bio2 tab of a Student Record (in Student Billing) when multiple applications exist.  This occurs when the Registrar's Office is not unlocked and a student is required to have a second application created when coming back to the school.
