Take the following steps until this issue is resolved:
  1. Open Excel.
  2. Select File, Options.
  3. Select Trust Center, Trust Center Settings.
  4. Select Protected view.
  5. Uncheck all options under Protected View.
  6. Select OK.
  7. Restart Excel.
  8. Attempt to open this Excel document again
