Follow steps in order to resolve: 
1. Ensure the user has rights to Configuration, Business Rules.
  • Go to Admin, Security.
  • Open the Security Group of which the user belongs
  • Highlight the System Component: Configuration
  • Click Options
  • Ensure that 'Business Rules' is marked
2. Update/Repair the workstation.
3. Uninstall/Reinstall The Raiser's Edge.
4. Download and install Windows updates for the machine.
