How to give a user CMS rights when privileges are locked

A Content Management Site (CMS), normally allows permissions for different users to be edited by administrators in the Sphere account.  However, one user has locked down the privileges for the CMS, only allowing that one individual to edit the site.  The individual has since left the organization, resulting in no user having permissions to access the CMS site. This is preventing the organization from editing important material.
