When building a marketing effort, only static selections should be used - for the segments, universe, etc. Using dynamic selections means that every time the effort is activated or refreshed, the selection itself will have to refresh, and then be incorporated into the effort calculations. This can become extremely cumbersome with large marketing efforts.
The recommended method of ensuring that the static selections are up-to-date when used in an effort is to add them to a queue, and either schedule that queue to refresh as frequently as needed (nightly, monthly, etc.) or to manually run the queue to refresh the desired segments before activating a marketing effort.
