This error can occur if the user account running the Blackbaud Installer is denied rights to the system's registry. Ensure the user running the installer is a local administrator on the system. Process Monitor can be used to verify if the user is being denied access to any registry locations.

This error can also occur if specific .Net policies are enabled and enforced on the system, preventing application access to system registry locations. Implementing, Configuring, and troubleshooting .Net application security policy is beyond Blackbaud's scope of support.
