Form Status does not Appear for Student or Parent

When a student or parent logs in to view the status of their completed form, they do not see the completed form and only see the ability to complete a new form.
They may also receive a message that states "You may not view the status at this time. Please try again later"
The parent had logged in under a different username to complete the form.  Once we log in as the username that completed the form we are able to see the status updates.
