Try the following until the issue is resolved:

Check the filters
  1. Go to the Batch Entry page (from either Revenue > Batch entry or Constituents > Batch entry)
  2. In the filters on the top right, clear out all the filters and select blank values (Batch template, Owner, Category)
  3. Click the Apply button
Enable the batch template for the appropriate system roles
  1. Go to Batch Entry > Batch templates
  2. Highlight the batch template and click Edit
  3. Go to the "Set permissions" tab
  4. On the "Assign batch template administrator permissions" and "Assign permissions to customize batch field options," highlight the appropriate roles and click Grant
  5. Click Save
Note: The above user will need to completely close his/her browser to log out and then log back in to see the changes.
