Marketing Effort Exclusion report lists constituents who should not be excluded based on their Mail Preferences

The Marketing Exclusions report displays the total number of records excluded from a marketing effort and the reasons for their exclusion, such as the contact rules or exclusion selections.  Constituents may appear in the report multiple times - as many times as there are reasons to exclude that record.  However, sometimes the reason that the record is excluded is incorrect.

One possible exclusion reason is when a record has a mail preference of "Do Not Send," within the Address Processing section of the report.  The Address Processing exclusions should only be included in the report if the effort takes address processing in to account - this only happens when users select to use specific address processing options when configuring the effort, on the Address Processing tab.

However, there are instances where a constituent is included in the Exclusions Report with an address processing reason, even though address processing is not being used in the report.  The constituents get included because they have mail preferences on their records, even though those preferences should not be a factor in the effort in question.
Download and install the latest patch, which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch.
