Follow these steps for user A and B.
User A is the Problem user, user B is ok:

1.  Log into the server as user A and into FundWare as user A.  Can the user do what they are trying to do?
2.  Log into the server as user B and into FundWare as user A.  Can the user do what they are trying to do?
3.  Log into the server as user A and into FundWare as user B.  Can the user do what they are trying to do?

#1 will always fail.
If #2 works, delete or rename the user's folder in Docs & Settings on the server drive.  On 2008 servers, this folder in under User's folders.
Note: deleting the user's Docs & Settings folder is permanent and will erase their profile from the computer entirely. They will potentially lose their documents, desktop, and other Windows data. Proceed with this step using caution.

If #3 works, create a new user profile in FundWare.
