Error when clicking on Raiser's Edge icon in Citrix. Error: App is not available

On 9/20/2013 some clients that are hosted with Blackbaud received the error Error: App is not available, when they clicked on the Raiser's Edge icon from the Citrix system's tray. The users were using the Citrix Receiver version 3.3. 
Close out of the web browser and launched it again.

Update: As of this edit 12/23/16, the current supported version of the Citrix Receiver is 4.3.1 If you receive this error, please reinstall this version.
