Constituents added to a marketing effort via a segmented house file do not appear in the Marketing exclusions report if they are not part of the Universe for the effort

When configuring a marketing effort, users have the option to specify a Universe, which indicates the entire extent of the constituents who may be considered for inclusion in a marketing effort.  This may be the default of all qualifying individuals and organizations, or it may be a specific selection of constituents.

When segments are configured for the marketing effort and constituents selected to be included in those segments, they are filtered through the universe.  If the constituent does not meet the criteria defined by the universe, they will not be included in the final count for the effort.

The Marketing exclusions report displays the total number of records excluded from a marketing effort and the reasons for their exclusion.  Typically, if a constituent is excluded because they are not part of the universe, they will be included in the report count.

However, if a constituent is added to an effort via a segmented house file, but they are not part of the universe, they will not appear in the Marketing exclusions report.
