Error: You must have at least one application - when attempting to add an application to revenue created with no application

When a payment is applied to a matching gift claim in batch, the application should appear on the payment once the batch is committed.  However, one specific payments, there is no application listed for the payment.  When users attempt to edit the payment to add an application, they receive the error below upon saving:

You must have at least one application.

Download and install the latest version and patch, if applicable.
