Error: The report could not be loaded. The current user does not have access to this report when running a batch validation report in the web based user experience

A user that can run the batch validation report in the smart client gets Error:  The report could not be loaded. The current user does not have access to this report when running it in the web based user experience.

This works correctly in Web Shell.  Using Web Shell will allow users to produce this without error.

 2.94.1524, patch 25
