Marking data form field characteristics as required is not translated to other related forms

When users view a data form in Administration > Application, they have the option to mark fields as Required or Hidden on the Field Characteristics tab.  After adding required fields to the Organization Add Form, other Add organization forms throughout the system do not reflect the change.  And when trying to save these forms, the user is  confronted with the error:

Required field missing: [Field name]
Download and install the latest patch, which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch.
