Major performance issue opening Batch in Smart Client vs Web

Opening any Batch in Smart Client is a wait of several minutes, often up to ten or fifteen, and occasionally timing out. Can be reproduced by opening any Batch at all in the Smart Client and comparing to the almost instantaneous response in the Web. Example provided below.

Steps to Reproduce in Production:

Go to Smart Client and open batch:

This took over 15 minutes from the BBP office (i.e., not PLAN, therefore not an infrastructure issue).

Go to Web Shell and open batch:

20130103-CCRecurringGiftPmts-50
This took less than a minute.
Download and install the latest patch, which contains all fixes from previous patches. If you are running an older version, download and install the latest version and then the patch.
