Scheduled email is sent repeatedly to same constituent

A scheduled email is sent to the same recipient each week on the day before the email was to be sent.  The message content is verbatim in each instance of the message being sent.
This was caused by email services set up in a test environment being active, and a scheduled email with the schedule enabled.

Should BBNC services credentials be entered when installing a test environment?
